A BILL to amend article six, chapter twenty-nine of the code of
West Virginia, one thousand nine hundred thirty-one, as
amended, by adding thereto a new section, designated
section twenty-eight, relating to dissolving the division
of personnel and the civil service system; and providing
that the various agencies, divisions and departments of
government are responsible for their own personnel matters.
Be it enacted by the Legislature of West Virginia:

That article six, chapter twenty-nine of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section
twenty-eight, to read as follows:
ARTICLE 6. CIVIL SERVICE COMMISSION.
§29-6-28. Dissolution of division of personnel, state personnel
advisory board and civil service system.

Notwithstanding any provision of law to the contrary,
effective the first day of July, two thousand two, the division
of personnel and the state personnel advisory board will cease
to exist as will the civil service system provided for in this
article. At that time, each department, division and agency of
government is responsible for its own personnel decisions and
actions and shall, accordingly, propose legislative rules in
accordance with article three, chapter twenty-nine-a of this
code for that purpose.



NOTE: The purpose of this bill is to dissolve the division
of personnel and the state civil service system. The bill
provides that the various agencies of government would assume
responsibility for their own hiring and firing.
